Yes. The town has a land use ordinance that identifies zoning districts throughout the town, and what uses are allowed or prohibited in each district. The ordinance is part of the Bucksport Town Code and may be viewed here.
A building permit is required for a shed regardless of its size, and regardless if it is prefabricated or constructed on site. Fabric-covered structures for residential use do not require a building permit, unless they are installed in a shoreland district.
A fence may be installed on any property in Bucksport without a permit. Care should be taken to minimize soil disturbance if the property is located in a shoreland district.
Zoning districts are identified on the Town's Official Zoning Map. There are actually two zoning maps, one that shows zoning districts outside the downtown area, and one that shows zoning districts in town. Links to these maps are below.

The code enforcement officer responds to complaints whether or not the complainant makes themselves known. If the complainant identifies themselves in a written complaint, their identity would need to be disclosed upon request because the written complaint is a public record. Otherwise, the code enforcement officer has no obilgation to disclose who made the complaint.
First, notify your landlord about your concerns and allow them a reasonable time to take corrective actions. If you are unsatisfied with their response, contact the code enforcement officer, who will visit your apartment to conduct an inspection. If the conditions violate town ordinances, the landlord will be expected to remove the violations.
The actual number of permits needed for a house can vary depending on the circumstances of the project, but in general, a building, plumbing and sewer or septic system permit is required. The sewer permit would be needed if the house is connected to the public sewer system. Otherwise, a septic system permit is required. If a new driveway is installed on a public road, an entrance permit is required. The town does not require an electrical permit.
